Environment: The FECAN Created To Finance Environmental Projects (Decree) – Environmental Fund established by Guinean Government

A decree of President Colonel Mamadi Doumbouya created Wednesday, June 1, 2022 the Environment and Natural Capital Fund (FECAN). A public administrative establishment (EPA) under the technical supervision of the Ministry in charge of the Environment and Sustainable Development, FECAN’s main mission is to ensure the collection, mobilization, security and management of Funds intended for the promotion and financing of operations, programs and projects within the framework of environmental protection and the preservation of natural capital. Like any other EPA in Guinea, FECAN has legal personality and financial and management autonomy.

The decree states that it is an accredited entity with the Green Climate Fund and any other innovative climate-related fund.


FECAN is an EPA administrative public institution placed under the technical supervision of the Ministry of the Environment and Sustainable Development under the financial supervision of the Ministry in charge of finance.

The Environment and Natural Capital Fund has legal personality and financial and management autonomy in accordance with the laws and regulations governing public administrative establishments in the Republic of Guinea.

The main mission of the environment and natural capital fund is to ensure the collection, mobilization, securing and management of funds intended for the promotion and financing of the operations of programs and projects falling within the framework of the protection the environment and the preservation of natural capital.

The Minister for the Environment and Sustainable Development, the Minister for the Economy and Finance and Planning, the Minister for the Budget are responsible for making budgetary entries in a finance law of all the financial resources necessary for the operation of the fund. environment and natural capital.
